Delhi officers protest new recruitment rules.

Unhappy with the proposed amendments in recruitment rules, which will pave way for retired defence personnel to occupy senior positions in various civic and administrative bodies governing Delhi, the DANICS (Delhi and Andaman Nicobar Civil Service Officers) association has asked the union home
ministry to stop its implementation.

In a letter to union home minister, P Chidambaram and union home secretary, the association has alleged that Delhi Lieutenant Governor has approved the proposal, which is “illegal” and “unjust”.

“Any such change requires the concurrence of union public service commission, central and the state government, which has not been taken. These officers have no experience of civil governance and will therefore adversely affect the DANICS cadre,” a spokesperson from the DANICS officers association said.

However, an officer from the LG secretariat said the LG has not proposed any changes in the recruitment rules. “This is a policy of the department of personnel and training to accommodate well qualified and hardworking defence service officers in civil administration,” he said.

The letter (copy is with Hindustan Times) states that the LG’s decision to amend the recruitment rules by including retired defence service personnel is against the principles of public administration and is illegal.

“We understand that the file was neither seen by the urban development minister nor by the CM of Delhi,” the spokesperson said. “We have requested the home minister to make permanent arrangements to ensure that only IAS, DANICS and ex-cadre officers are posted in the Delhi cantonment Board.
